The Shop manager manages all location maintenance operations and provides shop staff oversight. Directly supervises shop staff. Provides maintenance operational visibility to the Location Manager. Major Responsibilities

Schedules and administers fleet maintenance, assists in troubleshooting problems with equipment. Communicates availability of vehicles for service with dispatch and other operations personnel.
In relation to subordinates, is responsible for hiring; firing; approving salary increases or decreases; training and employee development; planning and directing the work; disciplining; handling employee complaints or grievances; and handling performance reviews.
Works closely with the location manager and region maintenance management providing status of maintenance and budget requirements. May review financial and budget variances, review repair orders or code and approve account payable documents.
Ensures compliance on a day-to-day basis with State, Federal and Company requirements. Ensures a safe environment exists and that all maintenance and related activities are in conformance with company policies and regulatory requirements.
Reviews repair orders. May order fuel for vehicles, order parts, and subcontract repair work.
Initiates and implements projects that improve efficiency and/or reduces operating costs.
Ensures that maintenance technicians are trained on current operating procedures, are properly equipped, and motivated so that the maintenance program can be accomplished in a safe, timely and cost-effective manner.
Supervises bus fueling. May arrange services for building and ground keeping.
Completes special projects as assigned. Required to perform hands-on work activities.

Minimum Education or Certifications Required

High school diploma or equivalent
Technical training preferred
Willingness to participate in the ASE certification program (training, testing, and bonuses provided)
Valid driver\'s license required; willingness to obtain CDL while employed - we provide training

Minimum Experience or Skills Required

5+ years of hands-on mechanical supervisory experience
May require lifting of 20 to 50 lbs
Good written and oral communication skills
Computer skills
Industry experience repairing and maintaining diesel engines and school bus equipment is preferred

About the Position
Provides operational oversight, day-to-day management, customer interface, and required reporting and compliance mandates (both internal and external) for multiple locations and/or multiple contracts. Manage all contractual services to include administrative functions, information systems, parts purchasing, and inventory control. Ensures purchases (including parts) follow company processes and policies.
Lead the Location(s) in managing the day-to-day activities that support operations, safety, maintenance, dispatch, fleet and facility management, payroll, routing/scheduling, AR/AP and other interrelated functions. Foster and maintain positive relationships within and outside of the Location, including senior management and customer contacts. Provide prioritization of work assignments and management of functional team resources and their activities as needed or required.
Leads and oversees all aspects of customer contract compliance and management with a concentrated focus on retaining the customer. Includes adherence to all staff, driver, and vehicles requirements, as well as KPI, billing and budget management. Also, covers delivery of all contract-specific technologies and other requirements. Ensures delivery of training and other needs as per company, location, state and customer requirements.
Builds and maintains positive relationships with employees, local school officials, parents and the community. Resolves concerns with employees, local school officials, parents, and the community. Implements fair and consistent recognition and/or corrective discipline.
Communicates with customer by telephone, electronically or in regular face-to-face meetings. Responds promptly to customer inquiries, identifies and escalates priority issues, obtains and evaluates all relevant information to resolve inquiries and complaints. Follow-ups with customers as required. Develops action plans to ensure customer retention. Provides and promotes effective communication with customer and escalates issues if needed to AGM and/or Senior Management.

Qualifications:

5+ years management experience, transportation preferred

About the Position

Minimum Education & Certifications Required

Associate\'s Degree or Bachelor\'s degree in Human Resources, Finance, Business Administration or related field, or equivalent work experience

Minimum Experience & Skills Required

5 or more years of experience in employee benefits management and administration with solid understanding of compliance requirements of various government agencies, and federal and state laws.

3 or more years of supervisory or management experience with proven ability to lead and manage a team of in-person and remote team members.
Prior experience with a highly unionized workforce preferred, including the ability to interpret health and welfare provisions outlined in Collective Bargaining Agreements.
Demonstrated experience in identifying and implementing significant process and system changes, including system updates and experience maintaining administration applications and interfacing with Human Resource Information and Payroll Systems. Proven ability to drive performance and implement processes to ensure efficiency.

Strong analytical and project management skills, attention to detail with an emphasis on quality control of data.

Major Responsibilities

Strategy, Policy & Program Development

Contributes to the development, implementation, and maintenance of policies and objectives.
Leads projects and programs supporting short‑ and long‑term company goals.

Compliance & Regulatory Management

Ensures compliance with local, state, and federal regulations, including HIPAA, COBRA, ERISA, and ACA.
Interprets and administers benefit provisions of Collective Bargaining Agreements (CBAs).
Maintains adherence to corporate and departmental policies and procedures.

Employee Advocacy & Issue Resolution

Responds to and resolves employee inquiries and concerns.
Reviews, approves, or denies benefit exception requests.
Manages the employee benefits appeals process in conjunction with the Sr. Director.

Reporting, Audits & Financial Oversight

Facilitates preparation and submission of reports and governmental filings (e.g., Form 5500).
Manages external, internal, and union audits, including non‑discrimination testing.
Supports benefits budget preparation and oversight.
Reviews vendor invoices for accuracy and ensures timely payment.

Performs other duties as assigned.

Minimum Education & Certifications Required

Associate\'s Degree or Bachelor\'s degree in Human Resources, Finance, Business Administration or related field, or equivalent work experience

Minimum Experience & Skills Required

5 or more years of experience in employee benefits management and administration with solid understanding of compliance requirements of various government agencies, and federal and state laws.

3 or more years of supervisory or management experience with proven ability to lead and manage a team of in-person and remote team members.
Prior experience with a highly unionized workforce preferred, including the ability to interpret health and welfare provisions outlined in Collective Bargaining Agreements.
Demonstrated experience in identifying and implementing significant process and system changes, including system updates and experience maintaining administration applications and interfacing with Human Resource Information and Payroll Systems. Proven ability to drive performance and implement processes to ensure efficiency.

Strong analytical and project management skills, attention to detail with an emphasis on quality control of data.

Proven ability to clearly and effectively communicate in person and in writing to all levels of organization and external customers.

Physical Requirements & Working Conditions

Incumbent must be able to move about the office and between floors; utilize standard office equipment; access filing system/cabinets; and communicate effectively and efficiently in person or by telephone.

Ensures the safe and timely transportation of students to and from school.

Communicates job requirements and responsibilities to drivers.
Takes responsibility for day to day scheduling, counseling and evaluation reports to local management.
Conducts on-the-scene accident investigation; assists drivers in preparing accident reports, OSHA reports and safety violations documents.
Designs and delivers driver training and safety courses; trains new drivers and retrains those involved in accidents.
Observes drivers on the road, and corrects safety problems on the scene while documenting violations.
Liaisons between drivers and both clients and organization in customer service issues.
Evaluates and monitors driver safety and performance, as well as compliance in legal, employment and labor policy matters.
Assists Safety Manager with DOT/FTA compliance regarding drug testing and recordkeeping.
Assists in dispatching, driving, interviewing, and miscellaneous clerical tasks as needed.
Meets all driver qualifications at location.
Obtains a CDL required to operate vehicles at location, maintains that license, and drives route periodically.
Additional duties as assigned.

Minimum Education or Certifications Required

High School Diploma (or equivalent)

Minimum Experience or Skills Required

Supervisory experience with hourly employees, with 2-3 years of transit supervisory experience preferred
Computer literate with working knowledge of Word, Excel and PowerPoint
Familiar with basic vehicle mechanical processes and maintenance
Ability to effectively prioritize tasks and manage time effectively
Excellent verbal, written and relational communication skills, with ability to appropriately interact with employees of all levels including drivers, customers, senior management, client representatives, union officials and general public; fluent in English
Human resources and training experience
Work extended hours regularly, including Saturday
Demonstrate regular and consistent attendance and punctuality
Possess working vehicle to travel with in service area as needed
Essential Job Functions:
- Use of full ranges of hearing, speech and vision
- Use of fingers (manual dexterity) handling paperwork
- Stoop, crouch, squat or kneel when performing inspections of any type
- Bend at knee, hip, waist when performing duties
- Stand while performing inspections and platform training
- Be subject to wet, cold or hot environmental conditions
- Write reports in a coherent, legible way

Physical Requirements and Working Conditions

Incumbent must be able to move about the office and between floors; utilize standard office equipment; access filing system/cabinets; and communicate effectively and efficiently in person or by telephone.
Typical office environment, transit facilities, maintenance facilities and transit vehicles
Physically fit to board transit vehicles and inspect both vehicles and facilities as needed
